I suppose a nn could be anything even if it's not related to the name in any way whatsoever. Still, Cat as a nn for Scarlett seems like a huge stretch to me. I don't think many would understand it or be able to connect the dots at first.
The only nns for Scarlett I can think of are Scar (shudder!), Arlie and Lettie.
Re: nns for Kat, most of the full forms are versions of Katherine which I know isn't trendy or unusual, but if you look hard enough, you may find a version of the name that isn't used very often:
Katerina
Katrina
Katrin
Katia / Katya (even though that's a diminutive for Ekaterina / Yekaterina)
