I like Jill a lot. I also like Jillian, but if I wanted to use Jill I'd just use it on its own.
I can't stand the name Lucy and it's got totally different vibes than Jill. As you said, Jill is neglected these days. Lucy is yuppie-trendy. The kind of parents who (stereotypically speaking) would use Lucy would not use Jill.
