I'm originally from Oklahoma but have lived in Delaware since the mid nineties.
I have only ever heard it pronounced Julie-ETT. Doesn't matter the spelling, that's how I've always heard it pronounced.
I don't care for the name, because I think ett endings sound cheap and tacky.
