Unless you're pronouncing Jacqueline JAK-ə-lin or JAK-lin, then no, I don't think the names are too close even though they're similar in appearance. I'm not really a fan of purposely using the same initials for twins or siblings in general, but if someone happens to love two names that start with the same letter, I don't really have a problem with that. If my favorite names started with the same letter, I would probably just go ahead and use them.
