What are your thoughts on a boy in the English speaking world named Novy (no-VEE)

Actually, it's very similar to the name of the city I grew up in (and lived in until a few months ago, and still work in) so it doesn't feel super namey to me. no-VEE is how my ex mispronounced the name of the city.
But I'd probably be pretty interested if I met someone with the name. I just couldn't use it myself.

As a name, I can see people assuming that it's a nn for Nova (lots of English nns end in a long e sound) or November.
The y in correctly transliterated Russian isn't long e. I'm not sure how to describe it, exactly. It's kinda like saying long u and long e at the same time. I'm sure that's a bad descrtiption.
