I like Elowen. I was surprised to find it to be Cornish and not Welsh (though I just assumed, given the -wyn mentioned.)
I normally prefer the -wyn ending, but not in this case. Elowen just looks...nice.
It does remind of LOTR. But, I find that I associate a number of names with LOTR, and it's never been negative for me.
I like Winnie as a nn. I always tend to reach for nn's that don't start with the initial letter of the first name. It's cute.
Elowen Kate is cute, but it's nms. I like Elowen Margaret, or Elowen Mary.
