This name appears only once in the Bible, in a list of Israelite leaders. So there's no further information on Nebai. All that is known is that Nebai was a leader (and almost certainly male). The most commonly given etymology is Hebrew, "fruitful," but again, with a name this old and obscure, no one really knows.
