Hi, I'm from Wales. The Welsh alphabet doesn't contain the letter z or the z sound, and female names in Welsh (apart from a few Anglo-influenced feminisations) don't have -a or -ah endings. So your sister's name is very unlikely to have a Welsh source, as there are no names that could sound like it. For most of the 19th and 20th century, names of Biblical origin were far more common than Welsh names in Wales, so an obscure Biblical name wouldn't be unexpected.
