Yes, it is too closely tied to Cyrus. She is, after all, the name's only association. Since Miley was tied to Cyrus's ascent as a star, it's only logical that its popularity declines as hers does.
Maile and Miley are similarly pronounced, I believe, but not quite the same; the endings are different. I don't think Miley could be seen as a phonetic spelling of Maile. Anyway, we all know by now where Miley came from...as a contraction of "smiley-miley." It's baby talk from the mouth of Billy Ray Cyrus. *shudders* Not a good source for a name.
