I've never met a Phoebe, but I don't know that many young children/babies. I wouldn't have guessed it was so popular here! It's a distinctive name and even if there are other Phoebes around it stands out from the Ellies/Evies etc. If you love it I wouldn't let popularity rule it out. Maybe you could use a more unusual middle name to go by if there's other Phoebes in her class or whatever?
I don't really like Phoebe, it's always sounded strange to me - "feebee", like something a baby would say. It also reminds me of the ending -phobe. But I don't dislike it especially, it just doesn't work for me.
