Poppy & Harper don't really seem the same style to me so I wouldn't really think of them as sibling names. So not what i would put together but they aren't bad as a sib set.
Poppy Lucille-great combo, even if I don't like Lucille. Lucille evens out the cuteness of Poppy.
Harper William-very nice. Harper can go either trendy or classic but paired with William, it stays on the classic side

Poppy Lucille is fun and I could go for Poppy and William, but not crazy about Harper - too trendy and American for me.

Harper is too feminine to me to use on a boy. Poppy is so utterly ridiculous. I think it's every bit as silly as Buttercup.

I think they can work as siblings. I've tried them out, as if I were calling the kids in from outside. It does feel like a lot of letter "p" and, for some reason, it feels more comfortable to call Harper first and less comfortable the other way around, but these may not be deal breakers for you.
I'm fond of Poppy as a nickname or middle name. I think your pairings flow nicely and I like that you picked classic middle names. :)

They work together very well. I like Poppy. Not crazy about Harper, because of the harping reference, but I guess it works here.
I dislike both names. I find Poppy too childish and Harper is just nms.
To be honest, I was wanting to hear opinions on the names together. Maybe I should have made that clearer.

I like them! I don't like Lucille, but I like Poppy and Harper William.
Poppy Lucille is nice. However I don't like Harper all that much, for me it's because of Stephen Harper (PM of Canada). But besides that its a good combo!
