Well, I always heard it as ah-LEHKS-ay... But really, it depends on how the person with that name pronounces it. If you're going to name a pet or child Alexei, you could pronounce it however you choose. If you really wanted to you could name your kid Toad pronounced Fred, but I don't know why you'd want to.
