I have to give the nod to Rosa, just because it isn't as popular as Rose. I don't know why, either. It's the only time that I can think where the one syllable variant is doing better than a two syllable one. (Well, maybe Jade / Jada.)
But Rose has one great advantage. Being one syllable, you can have so much more fun with a long-ish mn. Tough call.
