I really like Cleo and I think that spelling will cause the least ammount of confusion. Clio is also a nice spelling, but I have a feeling people would naturally spell it as Cleo.

It is somewhat close to Chloe, but I don't think it will become very common. A Cleo could be confused as a Chloe, which I didn't think about until you brought it up.
