Jesmir sounds a lot like Jasmir, a Panjabi Sikh name. "Jas" means "praises".

This one is difficult... Jesmir isn't present in English, German, French, Spanish or other mainstreem Wikipedias.
Using Google, I found some South American, Arabian and Albanian people with this name. If it's Albanian, the -mir part should come from mirë=good.
Do you have any other information about the bearer?

No, I was looking for names ending with -mir and found this one in a Dutch database, where it was added for the first time in 2009 for one boy. I found the same people on google as you did... On google it appears to be a girls name as well as a boys name.
