Quite unlikely. Akira must sound strange for Filipino ears accustomed to Spanish and English names. Japan, until today, is not your average Filipino's favourite country, going back to WW II.
And finally, Google searches for "si Akira", "ni Akira" and "kay Akira" (*including* quotes) do not turn up real hits. They should if Akira was used in the Philippines.
