1. Fannie is NMS. I think it's usable at home, but it would be difficult for a girl to be called Fannie at school and in other situations where she'd be around peers. I'd go with Frannie instead.
2. Francesca or Francisca
I used to know a Francesca who went by Frannie. Fannie would work as a nickname for Francesca as well.
3. It depends on which full name you go with, but here are sibling name ideas:
Henry
Benjamin "Benji"
Lily
Lillian "Lilly"
Emmy / Emmie
Emmeline "Emmy"
Sophie
Alessandra (as a sister for Francesca)
