I'm not overly keen on either name, I see Howard as a very old fashioned name but then again, I love Howie!
Howie I could really take to, it's one of those names that would suit both an old and a young person IMO
Harriet is OK, and I think it sounds / looks better with a really girly middle name such Harriet Savannah or Harriet Alexandria
