How do you pronounce VULETIĆ? It's a Croatian surname. Is the 'c' hard or an 's' sound?

Neither, since it has a little ' over it it's pronounced 'ch'. The whole name would be 'Voo-leh-teech'.
Generally, the normal 'c' is pronounced 'tz' in Croatian. Only 'k' is 'k', and only 's' is 's'.

It's for a comic book story about supernatural vigilantes... I'm just trying some names out. And I love exploring names from different cultures... Thanks for the help!

If it''s for an English text I'd recommend using a name without the letter 'ć' in it (or any other letter that doesn't exist in the English alphabet), since you can't transcribe it correctly and no one will know how to pronounce it if you do. There are plenty Croatian/Slavic last names without these letters.
