I'd say it's been created, not original Latin but from Latin elements. The closest you'll come in classical Latin is the word Iussus or, as we'd write it today, Jussus, which meant 'order, command' and Jussius.
I'd imagine it was created on a hefty dose of Julius inspiration and thus is a 'backward Latinisation' of the modern word Juice which was actually based the Old French of the Latin word jus meaning 'broth'. In Latin, had anyone ever wanted to use such a name, it would have been Jusius. To my knowledge, no Roman was ever so inclined ;o)
