I really don't like it for either gender
It's one of the better occupation/surname names on a girl. I wouldnt use it, but its okay.

Even though I don't know any Pipers (except for dogs), I'm not sure I like this name. It seems so one-dimensional to me. It's just such a nice, safe, modern, no-personality name for a girl, like Mackenzie or Taylor or Alexis. There's certainly nothing wrong with it, though.
I would pair it with something outlandish, just so I could give it some energy. Like Piper Parthenope, Piper Tzofi, or Piper Zuleika, Piper Edwina, Piper Ophelia, Piper Portia, Piper Fern or Piper Hepzibah.
