I don't like either. I prefer the sound of Sailor to the sound of Taylor as words go. Neither is particularly feminine. As a name it's lacking anything special, imo.
Definitely Sailor over Saylor.
As for popular, I suppose it depends on your definition of popular. I could see it making the top 1000 list for a while, but I can't imagine it being a top 100 name.
A friend of a friend used Sailor as a mn and I've seen it in BA's, but I do not personally know anyone by the name.
