Sorry, but actually Genoveva is the Spanish and Portuguese form of Geneviève. For this reason, it is used in Latin America (and in Spain, of course).
I don't know if it is used in Germany and Belgium, but Carmen and Mercedes are, too. And in France, for example, it is very little used: less of 100 people are named Genoveva in France (Esteban, another Spanish name, is used by 6,745 French people, in comparation).
Nowadays, it is an odd name, just as Geneviève or Martine in France.
