I don't think it is too close for a sibset or twinset...
I don't really like either name, I'm not big on the trendy-rhyme-with-Aidan names, and the Canadian prime minister is Stephen Harper and I always think of him when I hear the name (so it's masculin to me). Also, the only Hayden I know is a girl.
