I agree with you but making a suggestion should be allowed. If I say that I think it's a Turkish name it's not a fact, however it might help the person to get more information about the name (to look at Turkish baby name sites etc). I know for sure that Ceylin is Turkish so suggesting to look up Ceyla at a Turkish site might help her.
