It's perfectly fine. It is racist to say that only certain races can use certain names. Just because names like, say, Diego, Xochitl, Tyrone and Jamal don't appeal to most white Americans doesn't mean they're wrong to use.

In Latin America, it's usually spelled Selena. And there are people from Latin America who are blonde and blue-eyed as opposed to the usual bronze and dark-eyed. I've seen pictures of white Hispanic people and even known a few.

I don't think it would be strange on a blonde haired white girl. Celina is a very common name in Germany so I've seen it on many different looking girls. I prefer Celina and Selena over Selina, though.

I've only heard it on white girls before because it's an awfully popular name here in Germany. So yes, I think you'd be fine with this name.

I seem to vaguely remember a tv woman in the UK called Selina Scott. She was caucasian. I like it.

I don't see why it couldn't be used. I know two people with this name - the first is mixed-race, and the second (spelled Celina) is white, with dark hair. I don't think it matters which nationality you use the name on, as long as it fits in with the other characters.
