Rose Eleanor is better than Rosemary Kate. Rose Eleanor flows better.
But I'd prefer Elinor, it doesn't look so old-fashioned.

I don't mind old fashioned...
I have a tendency to like old-fashioned names better than modern names/younger sounding names. I'll choose Sigrid over Stephanie any day (using those names as an example)...
After all; little baby Rosemary won't be little baby Rosemary forever; she'll grow up and eventually be grandma Rosemary...
