I don't know...to be honest it seems kind of masculine to me. It reminds me of Jem, and it's as if someone is saying, "Oh Jemcy, you're tiny widdle man!" to a Jem.

It could work as a nn for Jemima Clemence, Jemma Cecily, Jessamine + mn, etc. But to me as a formal name it doesn't have any class, sorry.
