To me Darragh is completely male, perhaps because just now there is a male Irish comedian gaining popularity in the uk called Dara. I prefer this spelling, imo Darragh is a bit over complicated. I can see how the a ending could leads to confusion though, especailly in America.
Staying with the comedian theme, lol, my first instinct is that Rowan is male, probably beacuase of Rowan Atkinson, but on the whole it definitely can go either way. Actually, there is a female jorunalist called Rowan here.

I also think Darragh is completely male, partly because of Dara O'Briein, but also partly because I know two male Daras.
For Rowan, the only ones I have met personally have all been female, so I think of them before Rowan Atkinson, and would be inclined to assume a Rowan was female, although, as you said, it could quite easily go either way.
