The only Felicity I've "met" . . .
was on Sunday nights at 9, I believe, until she left me in 2002 when her show got cancelled. :-( LOL :-)
BTW, she was played by Keri Russell, hehe. I was an odd child.
I've never met one either.
Edited...
Well, I knew her:
1998-1999: Tuesdays @ 9
1999-2000: Sundays @ 9
2000-2001: Thursdays @ 9
2001-2002: Wednesdays @ 9

nope, no Felicitys here either.
I've not met a Felicity!
I have met one Felicia. I think Felicia is an amazing name.
But yeah - no Felicity's! Check out - http://www.behindthename.com/top/search.php?extra=p&terms=felicity&submit=Go
I am pleased to see it's charting lately though. It's nice. Hard to bear as a first name though I think, lovely middle name.

Neither have I
I've never met a Felicity, but my heart would absolutely *melt* if I did, and it's not even a favourite of mine. It's just so.. fresh, and elegant. It would be like meeting a Persephone, or something.
I've never personally met a Felicia either, but I remember once in the school auditorium someone called out "Hey Felicia!" and I was so elated that someone my age had such a classy name.
ETA: I think it was the Alicia craze that wiped out a lot of the Felicia-namers, sadly :(
