It would be said Lyla, but all the Leila's and Layla's I have ever met say LAY-la. Lilah or Lila would be lie-lah. I think it would be easier to spell it that way if that is the pronounciation you are after.

I personally don't know any Jewish Leila's, but that doesn't mean they cannot use it.
