I like Penny(this spelling) as a nn. It could stand as a full name, but I definitely prefer it as a nn.
Instead of Penelope, how about one of these:

Patience (possibly too much of a stretch)

Pernilla (Loving this one)

Persephone (Love this too)

Admittedly some of these are out there or a stretch for the nn Penny, but you never know what will strike your fancy.
