Barnaby is a top ten boy's name for me, sometimes in the top five.
I love B names for boys generally. Barnaby has a nostalgic charm for me. It takes me back to the court of Elizabeth I of England. I picture an Anglo-Irishman named Barnaby come to seek his fortune at court. Silly I know, but I read about an Elizabethan Barnaby someone-or-other once and it's forever in my head now.
The "-by" ending has an energetic quality to it. It's fun and classic at the same time.
Also, I see it as a bit of an ugly duckling, one of my wallflowers that no one else will want. But now that you say your sister is considering it, I may have to reclassify Barnaby. :-D
