It's Welsh, not Irish.
As stated in the comments attached to the Eira entry in the database, it's AY-ra in North Wales and IE-ra (EYE-ra) in South Wales. I can confirm the IE-ra pronunciation, as I've discussed that with Welsh speakers previously. I can't say anything about AY-ra.
