At #34 last year, it is indeed too popular for my taste. (It's even worse - #12 - where I live though.) I know far too many Rachel's to see the name's charm anymore.
I don't think Rachel needs something plain, which I do see Kirstin as (another very overused name where I am). I do like Rachel despite its popularity, but because of that I think it's best as a mn. (Actually I'd like to use it as a mn myself one day; it's the name of a favourite cousin I love to pieces.)
Either way, it needs paired with something more original and probably a bit frillier, than itself.
