Hmmm...
All I can think of is because I just see Anne more than Ann. So I'm more use to seeing it as Anne and so that makes me feel more comfortable with Anne.Maybe having the e on the end makes it more feminine and soft looking because of the curved vowel of the e. Where Ann is more blunt looking like what would be wanted with male names.
