"Chinwe" means "God owns", and "-otuto" probably comes from "Otutodilichukwu" meaning "Glory be to God" (see here: http://snipurl.com/cy4s).
I don't have any problem with it since it's ethnic and presumably from the parents culture. Combining it with Naomi is unusual...but at least it's a great name! And since the father's name is Alex, and presumably they're African-American, maybe Naomi is even a family name.
