I don't care for December (or any "month" names, for that matter). I'd find it terribly clichéd if a baby born in December was named December, so if it were to be used, I'd say use it for a baby born in any of the other 11 months. But, if it *must* be used for a baby born in December (or during any other month), I'd suggest using it as the middle name. Can you really see a 40-year-old woman named December? I cannot. Sorry.
