Looking for the pronunciation of Sipra, as is might be pronounced by a third generation Jewish immigrant who grew up in New York in the 1930s. I am guessing SIP-ruh. Right?

I was thinking Shiphrah

Or rather, Shiphrah via the variant form Shifra. It means "beautiful" in Hebrew.
